Follow the steps and fill the details that prompt you to be a blogger.

After that you will be succeeded in making your account on blogpot.

Once you created your account now you are free to write the content on New Post button and can easily publish it. You are free to choose a theme for your blog and can give it a look like a website. Its up to you how would you like to organize your blog content, it offers you all that features.
